On 10 February 2026, Justice Connect provided a submission to Treasury on the draft Treasury Laws Amendment (Business Registries Stabilisation and Uplift) Bill 2025.

Our submission focuses on the impact of the proposed reforms on not-for-profit organisations, particularly those registered with the Australian Charities and Not-for-profits Commission (ACNC), and examines how regulatory and administrative settings affect compliance obligations.

We centre our submission on reducing duplication and administrative burden across the Australian Securities and Investments Commission (ASIC) and the ACNC registers. We recommend reforms to streamline reporting by relying on the ACNC register as the primary source of information for charities, removing unnecessary requirements such as director identification number (DIN) reporting to ASIC for registered charities, and redacting outdated information. We also call for legislative updates and targeted education and support for not-for-profits that are not ACNC-registered to ensure they can meet new requirements. These changes are critical to improving regulatory efficiency and supporting the sustainability of Australia’s not-for-profit sector.
